　　6月16日，四川省安監局（四川煤監局）再次下發(fā)通知為煤礦企業(yè)減負。據悉，該局日前出臺《關(guān)于進(jìn)一步做好減輕煤礦企業(yè)負擔相關(guān)工作的通知》（以下簡(jiǎn)稱(chēng)《通知》），從減少行政審批程序、降低行政相關(guān)費用、增加企業(yè)自由選擇度等方面，為煤礦企業(yè)減負，助其度過(guò)“低谷期”。通知明確指出取消煤礦礦長(cháng)資格證，煤礦礦長(cháng)領(lǐng)證不再需要兩部門(mén)重復奔走、煤礦“四大件”檢測收費在去年已下降20%的基礎上再下調10%以及行政監管監察部門(mén)不得指定機構開(kāi)展企業(yè)技術(shù)服務(wù)。

　　5月23日，陜西省工信廳、陜西省財政廳等部門(mén)聯(lián)合下發(fā)《關(guān)于進(jìn)一步規范煤企稅費征收工作的通知》。該通知明確了陜西涉煤收費和基金項目共10項，同時(shí)停止征收5項、公布取消11項不合理及違規設立的收費項目。
　　
　　6月25日上午，采礦權抵押貸款試點(diǎn)工作在陜西榆林召開(kāi)，該試點(diǎn)將依托《陜西省采礦權抵押備案試點(diǎn)管理辦法》(以下簡(jiǎn)稱(chēng)《辦法》)實(shí)行，該《辦法》或將在7月中旬出臺，意在解決煤炭企業(yè)融資難題。***近兩年榆林煤炭企業(yè)融資困難，在與銀行對接時(shí)出現問(wèn)題，通過(guò)民間借貸也無(wú)法滿(mǎn)足資金需求，導致煤炭企業(yè)融資鏈條斷裂。
